This is the most popular technique for growing a forum but is traditional and we should have left it behind by now. The pay-to-post is not that efficient and is a PIA when starting from scratch.
There are better ways to get quality and constant traffic to your forums, new or old. I will mention one here:

And that is what is missing from most forums, there is nothing there to make me want to come back or go there or send somebody there.
So, the first step is to get people to start saying, look what I found! And they will send people to you completely free. If you do not have a pop-up subscription box, be sure to get it now. So when they come looking they will be kept updated.
