Even if there was restrictions, you can kind of bypass them by coding a little bit. Which is pretty easy when you know what you want your result to be !

Website is more professional while a blog is simple , simple because the HTML layout is simple websites has complicated and more advanced features

Certain websites got the chance to rank good I guess so if you have the resources to make a website, I say go for it.

Well you have your point out there. Though i have seen blog that are coded properly (HTML) that has same features and scripts just like websites
