With this your explanation I believe it possible then, and maybe once your blog is deleted it could be recover after a period of time.

Discovered last night that if you delete your own blog there is a time granted for you to recover it before it is finally deleted. However if Google deletes your blog and you can not get them to change their decision, not only can you not get the blog back but you can not create a new eMail and try to use the blog URL again. You will get a response that the URL is not available.

Google is our big brother. They can say anything. Once, one of my blog with a few articles on its platform was deleted outright without assigning any reason. I felt very bad about it. Nowadays, I don't use their platform much.

Blogger account is linked with your gmail. If your blogger account is shut down because of TOS violation, you cannot create another blogger account with the same gmail. You will have to use another gmail to open a new blogger account. By the way, why ar eyou staying with free blogs, if you are serious blogger, you should choose to self hosted blogs

Google will not shutdown a blog unless it is for a strong reason like if you are spamming or posting adult content, google takes these cases very seriously, but if you are sure that you haven't done anything against google's policies then i suggest before considering starting a new blog just contact google and ask them the reason why they shut your blog down, Google gives top priority to its users and it will instantly respond to your request and if they have shutdown your blog by mistake then they will reopen your blog or at least compensate you. Otherwise there's no other way you can create a new blog with the same account.

Google never reply to it, only some other people do reply, they too will just say that You violated some rule and google did which was right and blah blah.
One might have to go to Googe office perhaps.

You can hardly alter Google decision, even they ban your Google Adsense without reason, because all are free

I think it is much wiser,to keep your contents from your blog copypasted in a safe place and after that restart a new blog.
