I'm using multiole Google Accounts in my Android devices. Switching between accounts is no problem at all. You don't even need to log one out before you can use another.
To switch account in playstore just tap on the menu and you will see your registered accounts. Just tap on the account you want to use

Lol, i have read severally that google is very strict. Well, every company has rules which they always want people to keep, so it's their company. But i'm curious how making multiple accounts with one number would break their rules, since according to the OP, it is allowed to make a maximun of 15 accounts per number. In a nutshell, it's legal.

Google account is basically created by creating an email id. Once you create gmail, by default you will have touytube and Google + accounts. I am not sure whether you can use multiple email ids for play store or not. You cannot have multiple adsense, however, you may use multiple analytics or adwords accounts

It's possible to create multiple accounts. I personally own more than 30 Gmail accounts. And using 10 email accounts now on this mobile I am using. All you need is some mobile numbers to verify the accounts.

Yes you can I have 3 accounts and it works fine. I have several Google accounts according to my needs and so far I didn't have any problems with that.

Yes you can and if you create a google account on different browsers like chrome, Firefox of others you do not have to even logout from any of them.

I have google accounts for each of my blog. Having different Google accounts will allow you to have different G+ and youtube accounts.

I have never tried doing that way, but I am glad that other members suggest that is really possible to do.
