You should open a dispute in Paypal but it won't be easy to get your money back because you bough a virtual good. Paypal needs you to prove you did not receive the item and with virtual goods things get complicate, by the other hand the seller also needs to prove he sent you the virtual good so things will get complicate to him too.
Paypal normally returns the money to the buyer when we deal with real goods, don't loose your hope even being a virtual good if you answer their questions and have enough proves on your favor there is a chance of getting your money back.
