Keep in mind, that owning a domain name and your own hosting can cost less than $2 a month, so if you intend to make money from it that is a pretty low barrier to entry. You can get .info domain names on sale for around 2 or 3 dollars a year and hosting from NoSupportLinuxHosting is only $1 a month. That includes automatic installation for WordPress and there are plenty of free themes for the layout. I used the 2015 theme that comes with WordPress free and it installs in one click.
You can get the education you need, by watching tutorials on YouTube (what I did) and even find some free help if you get stuck. It's not nearly as hard as most people think.
Don't worry too much about making money until you get traffic, but once you have 500 or so visits a month you have an opportunity to display advertising that may get clicks and that's where the money comes from. You can also display advertising for free resources that bring you more traffic.
I have a blog that helps members of Traffic Swirl get more involved and it has grown over the last year enough that I am on the first page of Google, so the traffic keeps on growing. Just be patient and help your visitors every time you get a chance.
