I have to agree on this. If I promote my site on adword, it will appear on the paid search when ever people use the same keywords to searcch online that I have used for my website. This is a good way to manipulate people to check your website.

Actually I really enjoy creating sites, so if no visitors show up it doesn't really bother me. I just take it as a stepping stone to my next success and consider it a learning opportunity. I still enjoyed making it.

The point is, you need to have the site before you can determine if it will attract visitors. How else will you know if it needs improvement?

We can use Google Adwords or facebook Ads to drive visitors to our sites from certain territories, however, in order to use these services we need a lot of money. We can use webmaster forums for promotion however, on webmaster forums most of the users are only interested in self promotion
