Before you hire ask for their previous work or if they have a site where you can see their portfolio that way you have an idea whether to hire or not. I make my own logos there are some logo generators you can find online

If you search on google you will find a lot of different designers. It is always inportant to look at the reviews and ratings, and it is also important that you look for some example things that the designer made.

I tried with one of the Facebook friend who is doing logos on paid basis she is charged $5 for each logo. And she made it awesome. I heard fiverr also offering some logos but never tried.

No one can really just tell how to find a good designer. It mostly depends on what kind of logo you have in mind. If fiverr didn't work then try another site like 99Design or something. I'm sure there're alot of good designers there.

There are a lot of good logo designers in odesk but you have to be detailed on what type of logo you want. I used to join 99design contest before but I have never won anything since the competition is tough. I think you should try it since there are a lot of people who are willing to design your logo and you can choose from them. The payment is a little big though.

It all depends on what kind of design you want.
You could try and hold a contest on freelancing sites like 99Design, Freelancer.com, etc and see what designs you get according to the description you provide.
If you like a design then pay whatever price you held the contest on and get your design.

If you want someone on a long term basis then you could do the same thing and ask your chosen designer if he/she was interested in a long term work.
As far as I know, freelances tend to seek for long term opportunity.
