The members are to be blamed at times due to abuse of sites . Not withstanding, the admins are also blamed for poor management of the sites.

There are ways to attract more traffic to your website but if your major concern is money or revenue generated from ads and you are getting the required traffic your website is a success and if not it's either a failure or still work in progress.

I like the work in progress thought. True, it might not be 100 but as long as you're moving forward (with any of the suggestions you mentioned) it's progress.
