Since you are talking about what is easier to maintain, it would be a blog. Blog has only few visitors compared to a forum. On the other hand, forum requires many webpages.

Blog is easier when it comes to moderating since the admin is the only one to decide the topics to post. The audience have only the chance to comment while the admin can decide which comment to approve, edit or trash. As for the forum. there would be that problem of ensuring that the rules are kept and topics are started in the required categories.

I agree, blogs often have information and articles from a few owners of the site, however, forum can hold much more content creators and more open than blogs. Therefore, there would generally be problems such as spam and malicious links in some forums that requires attention.
