copying content is not good for there sites if same content found in other site the content looks common and it will not help creator to rank site as they want.

In a way yes, some people even if they are capable to create their own content yet lazy enough to do it so they resort in stealing other people's content but as per my experience people who are engaged in plagiarism were caught or detected which cause their accounts to be deleted.

I agree, in the old times few sites copy-and-paste content from other websites and gain a lot of traffic, but this method has gone down in usage afterwards because of, as what you said, enforcement of Terms of Use and copyright.
