The problem that brings with it by default, is the content isn't always of the caliber that brings more activity and hence more revenue. Then if you try to control it, you are likely to drive away more good content than your participants generate. I would say from my personal observation, there are more people online trying for an easy buck than there are those willing to contribute the valuable content and accompanying actions that a forum would need to excel.
