Nope, its not gonna help you get more members or posts.
Now, what kind of a forum you got and what kind of a blog do you want with it?

Having a blog won't necessarily get you more members it might though increase the traffic to your forum a bit if you do proper SEO. Like Shmazblueworld asked what is the forum about?

It could increase traffic to your site in general but you need to have a way of converting blog readers into forum members. You could do this by promoting forum contests on your blog, linking to active topics in your blog posts etc.

It will not do any good for your forum reputation but may work for getting you enough traffic to rank your forum if you target right traffic and do good seo.. ;)

Making a blog wont help you getting more members in your forum , better do some promoting in other forums.

You could have a blog separated from your forum. Blogs are a nice SEO tool to increase your traffic.

You could post viral or relevant high quality content on your blog with a "read more" lock that redirects to your forum. That way people would subscribe more. :)

It is easier to monetize a blog compared to a forum. The money you make from a blog can be used to promote your forum, or increase the number of threads on the forum offering some incentive to the members for spending their time posting on the forum

Why do you say this?

Forums these days rarly get found in search results however blogs do. Forums have little text on the first page while a blog post should in theory have way more.

How is this going to help with signups? More traffic.

I don't think this is necessary as long they are engage in different topics that they enjoy talking about. I have used forums and I don't see the point of creating a blog for the members. I think it is best if you ask your members. If it will be beneficial to the site.
