There are two versions, one is wordpress.com & another is wordpress.org.
We can create a blog from wordpress.com just like how we do in Blogger, you will get your blog URL like blogname.wordpress.com. This wordpress version does not allow much customization. If I am not mistaken, we can't put ads too.
As for wordpress.org, it allows us to download the CMS for free and add it to our hosting. There we can customize however we like according to the functionalities wordpress provides. There are also a lot of plugins. These are all for wordpress CMS, not the one we just register from wordpress.com.
