There is also Elgg and a few others (like BuddyPress, which is a Wordpress plugin). I tried Oxwall, BuddyPress & Elgg a few years ago and found their privacy features to be lacking, which was concerning. Whatever software you pick, privacy should be a priority.

The settings - at the time- didn't allow for you to choose who your posts were seen by (friends, friends of friends, public, members only). I think for BuddyPress, again at the time, if you were a member you could see every other members posts.
The issue with self-coded is security... If you feel your programming skill is solid enough to prevent things like SQL injections and other hacks, then a self-coded social network would indeed be the best option.
