If you are outsourcing this then it should cost from 800$ onwards. If you are doing it yourself then the cost is reduceed half. You need a good server like Amazon AWS and integration with social media. And you're ready to go. If I were to be making it, I'd start the quote from 600$ only because I have to be competitive with pricing. Anyone tells you price under 100$ is just throwing some rip off stuff on you. I suggest checking out freelancer and upwork for prices.

Yes, upwork is lot better compared to freelancer. As freelancer is flooded with people who are not honest. so check upwork and even guru.

Lots of code. Testing on multiple devices. And also the amount of time it takes to debug even simple app. App development is second hardest and expensive after mainframe skill.
