The reputed ad networks like adsense and media.net require at least some traffic in order to be approved. The ad networks that do not have any traffic requirements are adhitz and propeller ads. These are legit sites.

If you want pop up ads provider than I suggest PopAds and PopCash. Low payout, no minimum requirements.

Besides Adhitz and Propeller Ads mentioned by @chameli, I would also like to mention Chitika and Infolinks. Besides if you are willing to take risk by adding pop-up ads, you can go for pop-under ads with ad networks like Adsterra, ClickAdu, Ad-Maven, RevenueHits, etc.

If you want to use adsense, you should wait until you hear from adsense. Normally, if you run ads from other ad networks before you get approved from adsense, you might be disapproved.

I don't know. They auto approve your site but I submitted self hosted sites.

You can use various ad networks simultaneously. I use Adsense and adhitz.

Try AdClerks. They almost don't have minimum requirements and can help you sell your space directly to advertisers. But even before, you can monetise that space and they pay you.

Adhitz pays via bitcoins as well as litecoins. The minimum withdrawal threshold is $25. Botcoadz pay via bitcoins and minimum withdrawal is 0.004 bitcoins
