In indian side of the instagram, the feature is now out called subscriptions. So you can subscribe to favorite creator and then also those creators get paid monthly. It's a good feature for those who make those type of the content.

No idea as of now. I have not paid anyone with it. I follow one aquarium channel from UK and that account has the feature. also one korean account has that feature. So it seems like 10 USD min amount set by creators .. I think apart from the support there does not seem to be extra features yet, but maybe in near future subscriber only videos may come.
