I would actually push you towards just starting from scratch. It's really not difficult to start one from the bottom up and you can use webmaster/promotion forums to help kick off the forum with some activity. A proper active forum is going to be too expensive to purchase. And an existing forum that costs just $3 is going to be useless

Wouldn't the same thing be true of dummy accounts you set up yourself? You could ad profiles and images that only you control and if you don't go hog wild, it seems like doing that with half a dozen would be quite manageable.

Most new forums have to do that, since the interactions and banter is what you will use to seduce lurkers to join. The activity also helps the traffic even if its just a single person. If you purchased an old forum, as an admin you have the ability to log in as any members so you can unban some old accounts and use them as yours, or salvage the account of spammers. The reason for do that is to make an illusion to the sponsors the forum is active and that there are other IP addresses. Its hard to build up a non paying forum with no legacy these days.

There are plugins available for creating forums in WordPress CMS. If you want some interesting features, you may need to hire a developer to do that. There were other options like flarum (open source), Xenforo (Paid one most common), Phpbb.
