This is for developers to test different versions of PHP to run their projects without having to install Wordpress on each version and switch between them with a click. On Wordpress.org it says:
Testing code on different WordPress, PHP, and Gutenberg versions currently require a tedious setup. With an in-browser WordPress IDE, it wouldn’t require any setup at all.
