In my opinion, it's Notepad++.
It's free and will always be free.
It doesn't use a database, so it's fast and flexible.
You can get free tutorials from W3Schools.
It's easy to cheat with fabulous templates for free.
Less tempting to hackers who would steal from you.
It's simple to use for fast release and faster profits.
