Website builders or content management system

When it comes to building your website, if you are not proficient in programming, what is your preferred method: website builders or content management systems? I prefer content management systems, mainly open source CMS.

I prefer using W3Schools Spaces because it leads to becoming proficient in programming, while keeping it simple enough for stark beginners to reach their objectives in the meantime.

You compare two different terms even it has some overlaps.

Website builders is tool for buliding websites. Add page, subpage, menu, template. Overlap is adding text, images - content.

In CMS, main thing is add content but not just text, images, template. CMS include user roles on websites like administrator, moderator, visibility of content, keywords, meta tags, SEO, advanced publishing, similar posts, subscribed content and settings. CMS systems often have websites builders included since without it you can't post content.

Yes, these are two different things that will let people build websites without any programming skills, while website builders are some what easy, these are expensive services.
