You can´t say cheapest because every hosting contain a different things, like bandwith, diskspace, traffic... Share your specs and we can compare, otherwise it´s useless.

For a new site, I recommend Volact.com. I am using their bronze plan right now and it is about $12 per year.

Webhosting sites could range from $3 a month to $15 depending on your site's bandwith and traffic also, on type of service that you would like to have. I have two small blogs that I hosted on Freehostia. At first, I tried their free hosting (chocolate hosting) that cost me nothing a month, if I have reached more than the allowable bandwith, I have the option to buy for extra service which costs me at around $5. All I have to do is to pay the domain yearly but since I am still kinda poor (lol) I am stuck up with their free hosting package which is fairly good to me.
Up until now I am using freehostia on my blogs. ;) Hope you'll find what is best for you.

I believe we have some cheap options here on the services area. Try buying hosting for Coins :D :D

Well. Here in my country Hostgator is very cheap, compared to the competition. But I don't know how it's for america.

What type of website is that? I would rather suggest to try free hosting website if that's for personal use only. e.g ( personal blogs etc) Anyway you can try shoppingcartelite :D

Whether it is for a small, initial design, you can always opt for blogger.
But really, i heard much good of the company Volact and with very good prices volact.com

I think Godaddy has good offers.

You can use coupons too to get hosting for lower price.

Cheapest don't mean best.

If you look on these forums you will find a provider who looks really good. I have yet to try them myself however I will be buying very shortly.

holderhost.com they are called.

I think that there are some forum that offer free hosting in exchange of your posting on their site. That is the cheapest I can think of and maybe you should try them as a beginner

I'm looking for a hosting company too. In my research (and because i want to pay by paypal) I found Dynadot and Namecheap. Someone recommended to me this 2 companies. I'm searching also in my country because if I have some problems I can contact with them more easily! ;)

Yeah godaddy domains usually cost with coupon only 1 buck, but you have to wait for a promo action or for a promo code.

I think hostgator is giving discounts now so better to go for it, go with best hosting company, cheap hosting company may be you get problems with your site.
