In normal circumstances there are the free themes that come with the new forum, website. However other webmasters prefer to make their own themes.

I don't make themes for my website, I use free themes. If you know how to customize, free themes are fine.

I am using free themes on Wordpress and free HTML5 templates when I make site from scratch.
HTML5 templates are from HTML5UP.
Wordpress themes are from wordpress theme site.

When searching for free CSS - HTML templates make sure they are Mobile Responsive so Mobile Devises can use them.
