As you are already a pro in this area, my suggestions may seem unproductive, however, I would have advertised Candle Light on various social media and made an attractive offer for visiting, posting or promoting the site on various forums.

Btw, @Fergal Candle Light is a beautiful and unique site. You can merge it with other website owners to expand and promote it.

Campaign on social media but ad will show only with news related to accidents. If news are related flood, ad should look like: Light a candle for people who {lost everything in floods}.
