in his case he doesnt have much options and chances to win. He probably send it as gift + was buy virtual item = 90% chance to lose that chargeback.i

You can't chargeback in PayPal , you can only open dispute which PayPal will decide if you will win , you can chargeback only your CC.

Are you completely sure it's a "scam"? Did they provide the service they said they would or not? If it is a scam, file a chargeback. Otherwise try and resolve with the seller.

For everybody else out there: It's completely immoral to file a chargeback without trying to first work through issues with the seller.

He can get money back, with paypal is not so much difficult you only need post some proofs you have been cheated and you have big probably to get money back.

go to the payment details and click on open dispute, you say what happen and please read paypal rules because i thikn buying virtual good isn't covered !

I think that would be very hard. Paypal is not responsible with the mistake of others although it can help maybe but still very slim chance.
