Which is the best tool to find out if a particular IP address or webhost is banned by Google ,and the real reason for the same? All websites are getting deindexed. Google webmaster tools cannot be used due to misuse of data. ,

Google Webmaster Tools was really your only option... Have you checked for malware on sites on the IP, copyright abuse or spamming from the IP? You may also have been removed for trying to manipulate SEO.

I think you can try to load the website in the Google search engine.If it is banned,it cannot load or at least Google will stop hosting it.

Google normally do not ban IPs for no reason. If you get banned you should probably know why, because if you dont do something illegal or something agains their TOS you will be ok.
