I think you should wait a little more for experienced Wordpress users to give you a proper answer.Have you searched the plugins on the wordpress website ? I couldn't find something that you are looking for.

I did, there is one acredible, but they are not what I am looking for, I will be uploading the certificates myself, just need a dashboard kind thing for that, that will also allow people to verify the certificates using some kinda id.

I think you have to contact some local web designers they made for you.
