You can try to look for communities in Google Plus that share the same interest that you are in. Just join a community and read the rules before promoting your page.

I think there are lots of group in google plus. You just have to join them and communicate with other people. I'm pretty sure you will get some followers by interacting online. You should also link your facebook and other social media accounts to see who is using google plus.

I am not successful with this. I remember I already spam other accounts and following everyone, almost all but I did not gain followers. Maybe by liking their stuffs, commenting, make them feel that you are a legit follower will have you follow back. Also reshare some stories there.
