I believe he meant website development programming language such as JavaScript, HTML, and CSS as states in the title "for website development". If I am wrong please correct me, thank you.

You need to design security into your coding. Python, PHP, Java can all be secure web development languages so long as the programmer what vulnerabilities they need to secure against. I've been watching a great series of videos on Youtube which describe some of the different security issues the programmer comes across.
