If you look on the top right it shows a Grade. A is best.

What does the test actually measure?. loading time, ping connect ion speed?.

Alot of things such as if you compress the data sent, if your images are optimised and other things. If you switch between the result pages, you will see more information about what your site did well and didn't do well on and this gives you an idea as to what you need to focus on to improve the speed of your site.
