I am interested in starting a forum but am wondering about how long it takes for a forum to start picking up. If I worked on it and promoted it every day would I have a community within a couple months? Or does it take longer?

Promotion is very important. But you should remember to promote to people who are interested in your topics of discussion. Don't waste your time promoting to people that isn't interested or won't join.
Another important thing is creating a group spirit, a sense of community. Only in that condition people become active in your forum.

It depends on what the forum is about. If the forum is about anime, not many on promotionforums are interested because they prefer more promotion forums. An anime forum becomes active with a blog that gives the site a good rank.

I agree, visibility is important to help a forum grow, content is important to help a forum stand strong, and design is important to help a forum easier to hop on in the beginning. You can also host competitions and giveaways as other's said and post it in other forum's such as Reddit.

Yes with continuous effort and hard work on promotion you can get community within 2-3 months. Main thing is where you promote, try to find places or sites which same areas of discussion as you have. Try to exchange ad spot between other forums. Be focus in single niche or category and also think about the matching domain.
