My mother taught me that rhyme growing up too. Water is expensive here in Australia, so it does save money not to flush every time you pee. It depends on who you live with though. If you live alone you can do what you want, but some housemates might not be onboard with this plan. Also, if you leave it for too many flushes it gets smelly (2 or 3 is okay but not more).

Funny thing is, pee is little more than smelly water as far as drains go. Rather than living with the stink or even wasting water with any flush at all, consider alternatives that really conserve water.

A big conservation method is to use the sink, rather than the toilet if it is just pee. Then the water you use to wash your hands afterwards is more than enough to flush it down. I have been doing that for years with no plumbing issues. This might not be a suitable solution for women or if you don't live alone. Here is more about it:

Eww. Having seen how often men miss when using the toilet (pee on the floor, the seat, even the wall sometimes) I wouldn't want to live with a man who peed in the sink. Don't need that happening close to where I keep my toothbrush, thanks!

The reason why we flush is because of the smeel the clean water acts as a water seal or something like that. The water protects the smell from the toilet area. I know you are trying to save water but if you are ok with the smell you can practice that if not just flash after every visit.

Yeah, at least flushing a big will reduce any odour that may be disturbing to visitors and won't allow stains due to the color of the urine.

We once tried that to try and save water, but the wee stank to high hell. For that reason, I won't be doing that again any time soon!

Some urban areas don't have bushes. I wonder how they are going to cope with this tip that you have offered. Lastly, it is not everything that you would save money with.

I get that the anatomy of ladies won't allow them to use the bushes but it's a common practice in Africa.
