I would think the neighbours might complain about the noise if you lived in an apartment. Chickens are really noisy, especially whenever they lay an egg.

It doesn't have to be a rural area, you just need to have a yard. I don't live in a rural area, but my backyard is enough to keep chickens in. We just don't keep huge numbers of them. About 6 is enough.
