The only problem they encountered was a damnably ignorant local government who forced them to block it all off so the water went into the storm drains and they were forced to only use tap water. The government claimed they had no right to "steal" the rain water runoff from the rest of the community and had to pay for all water and sewer use like everyone else. It is even illegal there to dig a well in your own backyard. As you might guess, the government runs the water department and simply could not stand to lose all that potential revenue. The charges for whatever water runs through the storm sewer system is much higher than the charges for water being used. It's a profiteering racket.
Where I live now - the city strongly encourages everyone to set up rain barrels at every roof drain so that rain water can be used for landscaping and car washing needs instead of draining city water resources. I suppose the success with using rain water depends on the nuts running the local government.

They are also required to apply for permits to collect rainwater from their own rooftops. The requirements even require property owners to report the exact location of their own wells and what they are using the water for. It is an astonishing report about government takeover of private property. Just one more reason people are leaving California as fast as they can get out of there.
