This can either save money or become more expensive than a cable subscription, depending on whether or not you pay for streaming services. Here in the US, a lot of the streaming services aren't free anymore. We do have a lot of free ones, like Tubi and Freevee, but they are often limited in what they offer and usually don't have live TV (or not very much).
In comparison, something like Hulu with the live TV add-on can cost around $80/month these days!

Cable would be cheaper than this!
Also, the majority don't necessarily have smartphones; this is an entitled assumption. One of the things we learned in the United States during the COVID shutdown is how many families did not have good and stable internet access. There were children who had to sit outside places like McDonald's and Taco Bell to piggyback off of the business's internet connection so they could log into their classes via Zoom because they couldn't do it at home. Some people have great accessibility, but many people don't.
