If we can we should check the departmental stores near us more often to see if they are running any special campaigns that can save money and they also sell products at 50% or 75% when they are nearing expiry so you can buy such products as not all products get spoiled because of packaging expiry.

Here we have retail stores where we can find many products on sale, I always check there if they have what I need before going to other stores.

Yes you are right with this but the problem is that one can hardly know when this will happen but it will good to take advantage of this to save money.
