In Australia there is a government subsidy you can get to put solar panels on your home. It doesn't cover the full cost, but it makes it cheaper. I have solar panels, and my last electricity bill was actually in credit. It's not that way every time, but we usually don't pay more than about $50 a quarter any more (down from up to $1000).

It depends on the setup. In some countries solar panels feed into the national grid, so if you don't generate enough electricity in a day to power your home you still get electricity from the grid, but if you generate extra it feeds in to help power other people's homes.
