I feel this is the best tip for those that need to commute for work because they need to spend money to get train or bus tickets or even taxi but if we are to reach and leave the office during rush hours then we may need to spend more money on the commute and there will be more traffic during rush hours so if we can negotiate for a shift in which we don't need to reach or leave office during rush hours then we will be spending less on the commute and will experience less traffic too. So this way we will be saving money.

Yes it is sometimes to negotiate this things but if not then you just have to find others ways to cut cost.
