Unfortunately, that's what happens. The other option is for you to go to the Accidents and Emergency section of the public hospital. There, you would he given prompt attention. But it's slightly more expensive than the regular ward. Emergency situations where someone is unconscious? Don't try the regular Ward unless you want the person to die. Is that what happens where you live? Here if it's an emergency they help the person first and deal with the paperwork later. That's the case in the UK too. Also in the US I think. If someone's unconscious they don't just leave them lying there because they can't sign a form.
