Here in the United States, many get free cellular phones, free tablets and free Chromebooks from the government.

People keep telling me to simply fill out the application!

What application?

Can I get all 3... phone, tablet and Chromebook?

Ah, probably yes. It is a direct subsidized offer from the US government to low income US citizens. It would not be surprising that it would not open to others. I did check to make sure it is a valid site here.

In India also students get free mobile, tab or laptop but not every student can get that

I would rather just have my own cellular phone that I pay for myself. No drama.
