You have to pay when you order, so the delivery person won't have a way to give you a refund. All they have is the food. I suppose you could contact the restaurant to arrange a refund, but they don't have to give you one if there is nothing wrong with the food and it's what you ordered. If you made enough of a fuss they might do it for you, but then they might also ban you from ordering from them again.
You would be wasting food, since it's likely to get thrown out, and messing around the delivery person and the restaurant. Don't be that guy. If you can't afford delivery, go and pick up your food yourself.
Edit- Oh I read it wrong and thought you were talking about getting food delivered. I doubt this would work with other stuff either. Like "simply don't take delivery"- if it all ships together it might all be in the same box, so you either get all of it or none of it.
