We all have already discussed about the importance of saving water and using it effectively but what about Rain Water, that's also a good source and free so I feel an afford should be put in to collect that and we can at least use that for gardening or other cleaning purposes and if Government can make it mandatory then we can see more people utilizing this option to save rainwater.

Yes, Rainwater Harvesting, if properly done can not only save Money at an Individual or Group Level but also help increase the water table levels.

In Australia we often have water restrictions in times of drought. When they are in place you really need a water tank (for rain water) if you want to keep your garden alive, so lots of people have them. I think you'd be hard pressed to get enough water for everything that way, but it helps.

i think this is a good way if everyone can build those water tanks in their house and also keep these clean and also covered when there is no rain

It may not be possible for everyone to construct a water tank and maintain it but they need to if they like to save money and save the underground depleting water
