I use reddit . I like getting help and opinions from the users , if you ask in the right subreddit . Although Qoura is also good . But you can't earn from these sites if that's what you mean

I mean a question-answer site that solves/answers each member's questions/doubts and motivates the user members by offering incentives for both asking and answering.

The people on Quora come from all different backgrounds and have different opinions, which means you can learn a lot from them. It's a nice place to find information and have interesting conversations with others.
