Are they presenting you with a Captcha or something similar?

It's possible it could be network, or just an issue from the site. I have had similar issues with other sites before, and after awhile i was able to login back.

You might try clearing cache or cookies, switching browsers, or using a different network to see if that fixes it.

I don't see the Capatch challenge. Instead of loading the challenge they show me the error above

Other sites are working well. Even PayPal.com but the login.

On mobile browser it worked though on Desktop not working. As if PayPal is forcing me to use mobile.

PayPal is so large, they don't need a reason. They can just freeze your account on any whim or even confiscate your balance (like they did to me), so I quit using them years ago.

Looks like it is. No warning no reason. Just they enforce and is done. PayPal is making me worried about my small cash in account.
