I am accessing internet now through an android set through USB tethering option but recently I tried through my Nokia c3 mobile it only allow me to use Nokia c3 as 3G modem. Is there any other method through whihc I can use Nokia as WI-fi modem?

Search out for the Hotspot feature in your phone. And if that feature isn't available, then most likely your phone supports only the USB tethering option. For as long as your Nokia c3 internet is stable, simply continue. Or consider upgrading to a new advanced android or even a WiFi modem for fast connection.
