The best way to create a logo is to use Adobe Illustrator. The image will be crisp and it can be transformed without the possibility of the image being pixelated.

You can use Illustrator but you can't create soft by Illustrator if you don't have any experience just watch some video from youtube that will help you for sure

There are a million automatic uncreativity software for you to use (AAA logo maker etc....), but if you want to be creator i'd suggest you either Photoshop or Flash Pro. Even Smithmicro Manga Studio is good.
