The issue is network quality. You might want to take a look at hudsonvalleyhost.com who are a subsidiary of ColoCrossing. They should be able to offer you something like the following within your price range:
Xeon E3 1240v1 (possibly v2 or v3), 16GB Ram, 2 x 120GB SSD, 10TB @1Gbps for ~$$60/mo. I don't know the exact cost but if you speak with Ernie then you should be able to get it within your budget.

Are you sure you need a full dedicated server to start with? You might wish to consider an SSD vps. The only provider I use, which allows gameservers which aren't too resource intensive is: vpsdime.com and I am happy to recommend them.
