I just realized Pirate Bay will be helpful for them since less people will be watching in HD. They will just download a pirate copy in hd instead.

Basically we pay the same but get a lower quality stream compared to normal but it is fine because if we pay less, we get downgraded to a plan with streaming lower than what it used to be anyway
BT, one of the biggest ISP's in the UK has said that the current peak is still way lower than the record they have handled (without issue) anyway so this seems a it needless - https://www.bbc.co.uk/news/technology-51974866
