I seriously doubt this law will pass because they're so sensitive to their private information being online. Believe it or not, having to provide your real name is one of the reasons why very few Japanese people have Facebook accounts. If they're not comfortable with giving Facebook their name, I can't see why they would be comfortable giving other social media networks their name.
And also I can see this actually backfiring and doing more harm than good. If everyone is required to use their real names, then the bullies with a target can even harrass you online. The kids at school who are bullied will not even be able to use social media safely now.
Japan does many things where the idea and intention is good, but when executed, it goes poorly. This will definitely be one of those things, imo.
